Adaptation Gap Report 2025: Running on empty
UNEP's annual assessment of progress in adapting to climate change. The 2025 edition estimates what adapting will cost developing countries each year by 2035, from two lines of evidence (modelled costs, and the finance needs countries state in their national adaptation plans and nationally determined contributions), and compares it with the international public finance for adaptation that developed countries commit to developing countries, tracked for 2019-2023 from the OECD's Climate-Related Development Finance data set. Values are taken from the report's printed text, each with its page.

The main report, AGR2025.pdf (98 pages in the 4 November 2025 revision). Executive summary (PDF p. 13, printed xiii), chapter 4 key messages (PDF p. 58, printed 40) and Figure 4.4 with section 4.3.2 (PDF p. 65, printed 47) hold the values used; the Foreword (PDF p. 9, printed ix) restates the flows rounded. A person opens https://wedocs.unep.org/handle/20.500.11822/48798 in a web browser (UNEP's repository challenges scripts), downloads AGR2025.pdf, checks that page 2 carries the notice quoted in this entry, and records it with `uv run envdash snapshot add --source unep-agr-2025 --artifact report-pdf --file AGR2025.pdf --url "<the link it was downloaded from>" --note "downloaded by <who> from https://wedocs.unep.org/handle/20.500.11822/48798"`. The report's online annexes, AGR2025_Online_Annexes.pdf (60 pages). Annex 4.B (PDF p. 48, printed 45) states that the international public adaptation finance flows come from the OECD DAC Climate-Related Development Finance (CRDF) data set (recipients' perspective), as commitments at 2023 constant prices. A person opens https://wedocs.unep.org/handle/20.500.11822/48839 in a web browser, downloads AGR2025_Online_Annexes.pdf, checks page 2 for the same notice, and records it with `uv run envdash snapshot add --source unep-agr-2025 --artifact online-annexes-pdf --file AGR2025_Online_Annexes.pdf --url "<the link it was downloaded from>" --note "downloaded by <who> from https://wedocs.unep.org/handle/20.500.11822/48839"`.
